how can i change label of form command based on specific condition?

I am not aware of any function to do this. As an alternative you can duplicate the form command and link a different label. If the condition is rather static, you can remove the form command you don't want to see. If the condition is based on (selected) data in the screen, you can use the disable/enable, but I admit that this is not the most beautiful solution.
