We want to add menus from Tool in user's DEM process browser so I am just wondering if it is possible in 10.4 in LN UI. Please suggest.

If you meant Adding Entire Tools Menu into DEM's process browser, then it is possible,

Either you can create a customized Menu like that and add that Menu in the User Data for that specific user.

Adding through DEM would be tedious as you have to recreate the entire sub Menu in the process.
